Have you ever thought about serving your community and helping shape the future of Manitou Springs? The City of Manitou Springs announces that a Regular Election will be held on Tuesday, Nov. 4, 2025, to elect a Mayor and three City Councilmembers, representing Wards 1, 2, and 3.

Regular Elections are conducted on the first Tuesday in November of odd-numbered years and are coordinated with the El Paso County Clerk and Recorder. In addition to candidate races, the ballot may include questions or issues referred by City Council or through the citizen petition process.

Elections in Manitou Springs are nonpartisan, and no primary elections are held.

Residents interested in running for Mayor or City Council must begin by filing a Candidate Affidavit within 10 days of announcing their candidacy. Candidates must also register a Candidate Committee with the City Clerk's office prior to accepting any contributions.

To qualify, a candidate must:

  • Be a registered elector of the City of Manitou Springs
  • Be a United States citizen for at least five years
  • Have resided in the City for at least one year prior to the election
  • If running for a ward seat, reside in the ward for which they seek election

Candidates must also circulate a Nomination Petition and gather at least 25 signatures from registered electors during the official petition period to demonstrate community support. Nomination Petitions will be available for pickup at the Clerk's Office beginning Aug. 5.

Individuals may register as a write-in candidate no later than 64 days prior to the election. Write-in candidates must meet all standard eligibility requirements and file required campaign finance reports. Votes will not be counted for any write-in name that is not officially registered by the deadline.

The Clerk's Office will be hosting a Candidate Workshop July 21 at 5:30 p.m. in Memorial Hall, 606 Manitou Avenue, for those interested in running for office.

Voter eligibility and registration

To vote in the November election, individuals must:

  • Be at least 18 years old on or before Election Day
  • Be a United States citizen
  • Be registered to vote

Eligible residents may register or verify their registration online at the Colorado Secretary of State's website or in person at the El Paso County Elections Office. A valid Colorado driver's license, ID card, or other acceptable form of identification is required.
